Toothpaste is not always a cosmetic
Most buyers approach oral care as ordinary personal care and are surprised at the border. The complication is regulatory classification. In the European Union, toothpaste is treated as a cosmetic product, with fluoride content and its declaration governed accordingly. A number of importing markets take a different view: fluoride toothpaste can fall under a medicinal or over-the-counter classification, which brings product registration, a different labelling standard, sometimes a different importer of record and almost always a longer approval path than a shampoo or a deodorant would face.
We cannot tell you how your own authority classifies a given article, and any supplier who answers that question confidently for every market is guessing. What we can do, and do, is state exactly which article is on offer, which market its packaging was produced for, what the pack declares and what languages appear on it, so that your regulatory adviser has facts to work from rather than a brand name. That is the first thing to settle on an oral-care enquiry, ahead of quantity and well ahead of freight. A lot of value in a small footprint
Oral care is compact, and that has consequences a grocery buyer will not be used to. A pallet of toothpaste represents a great deal of sellable value in a very small floor area, so three things need deliberate attention rather than a default setting.
The first is declared value and insurance. Cover that would be adequate for a comparable footprint of ambient grocery is not adequate here, and the term you buy under decides who is carrying the exposure on each leg. Under CFR the goods are not insured by us; under CIF they are, to the extent the policy states. That is a decision, not a formality.
The second is consolidation. Because the category takes so little room, a container of oral care alone is rarely the right shape for anybody. The sensible pattern is an oral-care position inside a wider load, and the mix around it is worth planning at enquiry rather than assembling from whatever is left. Note in passing that the two formats inside this brand pull in opposite freight directions: toothpaste cases are dense for their size, while toothbrushes are light and bulky, and a brush-heavy order changes the shape of the load noticeably.
The third is documentation discipline. A high-value, low-volume consignment attracts more attention at customs than its size suggests, and the invoice, packing list and export declaration need to agree with each other line for line. Variant names do not travel
Oral care is localised more heavily than almost any other personal care category, and the differences are substantive rather than cosmetic. Sub-line naming varies between regions, so a variant your buyer knows under one name may reach them under another and be treated as a different product by their own goods-in team. Tube sizes follow local habit, and the format that anchors a European fixture is frequently not the one a retailer in the Gulf or in West Africa is looking for. Promotional and multi-pack builds are constructed for one retail channel and rarely carry across to another. Flavour and formulation emphasis differs by region as well, because the categories that sell — whitening, herbal, sensitivity, gum health — are not weighted the same way in every market.
None of this rules EU stock out. It turns it into a specification rather than a commodity. Before a pro-forma is signed, confirm which market version is being offered, what appears on both the unit and the outer, whether your import authority requires any additional declaration, and whether translated stickering is allowed once the goods land and which party is entitled to apply it. Where it is allowed, the sticker artwork is generally assessed as part of the same import file, which is a reason to raise it in the first exchange and not the last.
How each channel orders
Oral care appears on more mixed enquiries than anything else in personal care, but the shape of the order changes sharply with the buyer.
- Supermarket groups — a handful of paste references bought deep, with brushes carried as a secondary facing rather than a range.
- Cash and carry and discount — multi-packs first, and almost nothing from the top of the range.
- Pharmacy and parapharmacy — the sensitivity and specialist end that grocery leaves out, held permanently and in narrow width.
- Regional distributors and import agencies — the broadest spread of all, since one warehouse is feeding several store formats at once.
Telling us which of those you are is worth more than telling us a quantity. The same volume, split four different ways, produces four different offers, and only one of them sells through at the speed you are budgeting for. Buyers assembling a full grooming fixture rather than an oral-care bay usually price the Gillette shaving range in the same enquiry, since the two categories sit adjacent in nearly every store format and reorder on a similar cycle.

We hold no appointment, agency or exclusivity from the brand owner and make no claim to one; we buy genuine EU-produced stock within the European trade and resell it to trade buyers in the sealed retail packaging it was produced in, with barcodes, batch marks and date coding untouched. We do not repack, we do not relabel, and we will tell you when an article you have asked for is not something we can offer against current allocation rather than substituting quietly.
Consignments load from Madrid and leave Europe through Valencia, roughly three hundred and fifty kilometres away, or Barcelona at around six hundred, both a day's road haul from the warehouse, with Algeciras available for transhipment and the Coslada dry port as the rail option. Exports go worldwide. Where particular destinations have entry requirements that bear on this category, they are dealt with before dispatch rather than discovered at discharge.
The paperwork behind an oral care consignment
Every consignment ships on EXW Madrid, FOB, CFR, CIF or DAP with a commercial invoice, a packing list itemised to case level, the export declaration, the transport document and a Certificate of Origin, plus a EUR.1 movement certificate where a preferential agreement applies at your border. DDP is not offered as standard. Every paper in that file is generated from a single pro-forma, so descriptions, quantities and values agree with one another, which matters more on a compact high-value load than on a container of water.
How many cases sit in a layer, how many layers go on a pallet and how many pallets go in a box are all stated on the pro-forma for the batch actually offered. Publishing them would be misleading: change the tube size or the pack configuration and every one of those figures moves with it. Prices are quoted, never listed. Trade accounts — importers, distributors, wholesalers, retail groups and re-exporters — are opened before the first quotation so that VAT, EORI and import registration details are verified once; if you have not traded with us yet, start at buyer registration and send the destination, the channel and the article list with it.
